YGL National - PMF and Pathways Programs: Reinventing the Old and Implementing the New

The “Pathways” Executive Order (EO) on Recruiting and Hiring Students and Recent Graduates is a major opportunity to advance high performance government and recruit future effective leaders. The EO contains important aspirational language suggestive of high performance government.

At this working meeting, an invitation-only group will examine five of those aspirations in depth, with the goal of identifying strategies to ensure that the Pathways Programs address the future leadership and human capital needs of the federal government:

- What is “good administration”
- How could “OPM…evaluate agencies’ effectiveness in recruiting and retaining talent using the Pathways Programs”
- How to “attract to the Federal service outstanding men and women…[and] establish…a process for assessing eligible individuals for consideration”
- How to determine whether a “government-wide cap” on Pathways participants is “appropriate”
- How to develop “OPM oversight…to insure that…agencies are using the Pathways Programs in a genuine effort to develop talent for careers in the civil service”

- federal agency decision-makers, including chief human capital officers
- experts in human talent development, performance management, and public affairs education
- leaders from “good government” and higher education organizations
